On the Move – improving mobility for cultural professionals
On the Move facilitates cross-border mobility in the arts and culture sector contributing to build up a vibrant European shared cultural space strongly connected worldwide.
The specific challenges for artists and cultural professionals regarding visas are that they often are on the move worldwide, they have short notices for applying for a visa, and they have an atypical employment status.
The often long and complicated process of obtaining a visa frequently prevents the artist, alas ICORN writers and human rights defenders, from participating in international activities related to their work and from creating necessary international connections and networks.
As an associated member of the organisation and supporter of their work, ICORN has just signed On the Move's latest report Artists’ mobility and Schengen Visas: Recommendations to the European Commission, EU Member States and EU –based cultural organisations.
Recommendations in the report emphasise the importance of transparent information, clear requirements, respecting legal time limits, limiting visa costs for young professionals and ensuring good communication/dialogue between artists, institutions and organisations.
The full report is available on On the Move’s website, together with information and tips on how and where to find funding for your mobility as an artist, a cultural professional and/or a cultural organisation.
Call for action
On the Move urges everyone to contribute to the European Commissions open public consultation, to improve procedures for obtaining short-stay shengen visas (open until 17 June 2013):
2013 is a strategic year: the European Commission - DG Home Affairs is revising the EU visa code and has opened a public online consultation to improve the procedures for obtaining short-stay "Schengen" visas. Therefore this is a unique strategic moment for the cultural sector in Europe and beyond to make its voice heard and let the EU policy-makers know about the specific needs of mobile artists as regards Schengen visas (procedures, duration, information etc.).
The online consultation is open to individuals and organisations and available in English, French, Spanish, Portuguese, but also Russian, Turkish, Chinese and Arabic (non EU languages). Answers, however, must be sent in an official EU language.
