Ljubljana has been an ICORN City of Refuge since 2011, through a cooperation between Slovene PEN, the Department of Culture of the City of Ljubljana, and Ljubljana City Library.

The city has hosted seven ICORN residents, including Moroccan writer and journalist Ali Amar, Moroccan-French journalist Zineb El Rhazoui, Ethiopian writer and journalist Girma T. Fantaye, and Iranian journalist, researcher, writer, and activist Hamed Aynehavand.

In May 2014, Ljubljana hosted the ICORN General Assembly.
