Luleå has been an ICORN City of Refuge since 2016, with its programme managed by the Municipal Department of Culture.
The city has hosted two ICORN residents: Eritrean journalist and author Tesfagiorgis Habte Kelati (1972–2021) and Iraqi musician and music teacher Basim Jamal.
