Region of Tuscany has among its objectives the development of international strategic actions for hosting persecuted people or people coming from areas of conflict.
The Region of Tuscany joined the network ICORN in 2006, having participated since its foundation in its activities with IPW (International Parliament of Writers) committing itself to promote among Tuscan citizens the hospitality of writers - threatened or persecuted because of their works - for two years .The Municipalities initially involved were Grosseto, Chiusi, Pontedera and Certaldo.
The Region of Tuscany and Tuscan municipalities, by virtue of this agreement and in accordance with the European Parliament resolution of 21.09.1995 (which invited the cities of Europe to join cities of refuge network (INCA) created by the IPW), committ themselves to promote the growth of the Network in their territories and to coordinate the different and possible initiatives and activities in its favor.
The Region of Tuscany provides financial support to the municipalities involved paying the subscription to the Network and the monthly stipend, while municipalities provides for housing, for the related costs of maintenance, for the round trip of the writers and their families, for the integration into social and civil life of a community.
Since 1999 the Region of Tuscany has hosted in collaboration with the following Municipalities:

Amir Hasan Cheheltan (Iranian electrical engineer and writer) - 1999/2001
GROSSETO:
Pedro Marques de Armas (Cuban writer and poet) - 2003/2004
Rohodhalah Mashavave (Zimbabwean journalist and writer) - 2006/2008
PONTEDERA:
Vule Zuric (Serbian writer, journalist and popularizer) - 1999/2000
Svetlana Aleksievic (Belarusian writer and essayist) - 2000/2002
Samir Joubran (Palestinian musician, concert artist and professional lutist) – 2003/2004
CHIUSI:
The City of Chiusi hosts writers thanks to an agreement with the Association Zero Zero and family Ottieri that provides an apartment on a free loan.
Victor Olegovič Pelevin - the most famous and popular among post-perestroika Russian writers (2008-2010).
Hasan Yousefi (Jirdehi) Eshkevari (Iranian intellectual, Islamic priest and writer with journalistic experience) and his wife Mrs. Golbabei Aliahmad Mohtaram.
Mohammed Hassan Abedi (Iranian writer, journalist and poet), his wife Sepideh Jodeyri (Iranian journalist and poet) with their son Ario (2011-2013).
Since June 2014 Chiusi has been hosting Malek Wannous (intellectual, journalist and translator), his wife Manal Khalil and their daughter Jouri Wannous from Syria.
